About this deliverable
This report maps out the use cases and requirements a proactive resilience solution needs to cover. It follows a gap-analysis approach adapted from the predecessor project RESili8: every consortium partner contributed use cases drawn from the original proposal, which were then refined and expanded.
In total, more than 30 individual use cases were collected (the full list is in the appendix) and distilled—together with a review of the current state of the art—into 14 core use cases, grouped as follows:
Predicting events & protecting the grid's control layer (8 use cases)
Real-time state estimation, network topology estimation, fault localization, optimal sensor placement, load flow with uncertainties, optimal grid configuration, anomaly detection for IEC 104, and inverter control.
Handling events as they happen (3 use cases)
Agent-based graceful degradation, the AI training pipeline behind it, and parallel execution of what-if scenarios.
Learning from past events (3 use cases)
Cyber-physical digital twins, the cyber-physical range, and compliance testing.
The deliverable also catalogues the resources partners are contributing to build and validate these tools: measurement data (disturbance and power-quality recordings, SCADA and grid topology data, smart metering), simulation models and software (agent-training and co-simulation frameworks), and lab and field infrastructure across the partner DSOs' networks.
Together, these use cases and resources set the scope and constraints for ProRES's next step: turning this baseline and gap analysis into a concrete concept and transformation roadmap for the project's proactive resilience tools.
